ক্রিস্টোফার বেইলি বলছেন এর আগে রাজস্ব আদায় এবং রাজস্ব থেকে লাভ করার দায় দুটো আলাদা ছিল। একজনের ব্যর্থতার দায় অন্যজনের ঘাড়ে চাপানো যেত না। ব্রিটিশ আমলে দুটো কাজই একজন করার অধিকারী হল। শর্তমত রাজস্ব তুলতে না পারার দায় তার ওপরে অর্ষাল।
